INVITATION FOR CONSULTANCY TO DEVELOP CLIMATE CHANGE STRATEGY FOR ZANZIBAR
Background
Climate change is increasingly becoming a development planning problem to the sustainable development of small island states.
Adverse impacts on key economic sectors such as Energy, Tourism, Fisheries, Water, and Agriculture, are now considered as a
serious threat to the implementation of the Zanzibar Poverty Reduction Strategy (MKUZA-II) and hence the attainment of
Millennium Development Goals (MDGs). Climate change has affected Zanzibar differently and its impacts include increased
intensity and frequency of droughts, unpredictable rainfall seasons with recurring floods, declining agricultural productivity,
falling ground water tables and the rise in temperatures, reduced energy security, altered coral ecosystems including the
degradation of coral reefs and loss of inshore fishing banks, and the spread of diseases such as malaria, cholera, to new levels.
The primary concern of the Revolutionary Government of Zanzibar is to secure the livelihoods and welfare of her people,
safeguard the economy and infrastructure, and protect the environment against vulnerabilities, natural disasters and
hazards caused by Climate Change.

The United Nations Democracy Fund invites civil society organizations to apply for funding for projects to

Only on-line applications in either English or French will be accepted.
UNDEF supports projects that strengthen the voice of civil society, promote human rights, and encourage the
participation of all groups in democratic processes. The large majority of UNDEF funds go to local civil society
organizations -- both in the transition and consolidation phases of democratization. In this way, UNDEF plays a
novel and distinct role in complementing the UN's more traditional work -- the work with Governments -- to
strengthen democratic governance around the world.
This is the Seventh Round of Funding to be launched by UNDEF, which provides grants of up to US$400,000
per project. In five Rounds of Funding so far, UNDEF has supported more than 400 projects in over 100
countries at a total amount of almost US$140 million. Applications are subject to a highly rigorous and
competitive selection process, with fewer than two per cent of all applications approved for funding. Projects are
two years long and fall under one or more of six main areas:
- Community development
- Rule of law and human rights
- Tools for democratization
- Women
- Youth
- Media

The United Nations in Tanzania is seeking to engage an independent and qualified, registered and licensed company to provide security guard force services to its various offices in Dar es Salaam and Zanzibar under LTA.
Interested competent and experienced security service providers are therefore invited to submit Technical and Financial proposals on or before 23 November, 2012 not later than 12.00 hrs to:

A pre-bidding meeting will be held at UNDP, 6th Floor, International House, Dar es Salaam on Tuesday 13 November 2012 at 09.00hrs. Site visit for Dar es Salaam locations would follow immediately after the meeting.
Company representatives will be expected to have their own means of transport in order to visit the various UN premises in Dar es Salaam and also make own travel arrangements to Zanzibar where applicable.
A similar site visit and briefing will be held in Zanzibar on the following day i.e. Wednesday, 14 November 2012 at 10.00 hours.
The Zanzibar Sub-Office is located at ZSTC Investment Building, Malawi Road, Gulioni Area.
Bids must be submitted in sealed envelopes as specified in the tender document, under the two envelope system. All offers should have a validity of 120 days from the date of official opening of the bids.
Bids will be received at UNDP Dar es Salaam until Friday, 23 November 2012,at 1200 hours, local time.
