Government of Canada support to Electoral Cycle Programme

UNDP Country Director Mr. Philippe Poinsot handing over ICT equipment to the Chairman of Zanzibar Electoral Commission (ZEC), Hon. Jecha Salim Jecha. The new equipment aims to strengthen the ICT capacity of ZEC to enable them to carry through with the first phase of voter registration – an implementation activity under the Democratic Empowerment Project’.

On the 19th of March 2014, the Government of Canada through its High Commission to the United Republic of Tanzania and the United Nations Development Programme (UNDP) signed a grant agreement to support the implementation of the UNDP managed electoral support programme titled ‘Democratic Empowerment Project’ (DEP).

Through this agreement, the Government of Canada is contributing Canadian Dollars (CAD) three million into the project. DEP aims to strengthen the capacities of the Election Management Bodies (EMBs) i.e. National Electoral Commission (NEC) and Zanzibar Electoral Commission (ZEC) through technical, financial and operational support; so as to enable them to better prepare for and conduct the 2015 general elections scheduled for 2015.

The partnership between UNDP and the Government of Canada builds on the long-existing partnership to support the Government of Tanzania to achieve its development priorities. UNDP in Tanzania is committed to long-term, sustainable support to the democratic development in Tanzania through the full 5 year election cycle. This election cycle support approach is in recognition that free and fair elections are only one element of democratic development and practice. Several other development partners (Norway, Denmark, DfiD-UK, Finland, European Union, and Switzerland) have committed to support the project either through the One UN Fund or through a UNDP coordinated joint donor basket fund, which has assisted greatly in the start-up of the project, and in ensuring that high quality technical personnel are on board to work with the respective national stakeholders.
