Strengthening data quality in the Aid Management PlatformApr 17, 2014
From 15-17 April 2014, the Ministry of Finance Mainland and Ministry of Finance Zanzibar jointly conducted a meeting to improve the quality of data of the Aid Management Platform (AMP). To improve the user access and friendliness of the AMP for its stakeholders, both Ministries worked together to clean the data and to reduce the number of entries in the system by merging projects with multiple implementing partners, multiple geographical locations and/or multiple Development Partners (DPs). This was particularly important as Zanzibar had recently been assigned its own workspace to improve the access to data for projects supporting Zanzibar.
The Aid Management Platform (AMP) is a very comprehensive database system for the management of ODA funded activities and as such intended to improve work processes to report and validate project commitments and disbursements, and consolidate implementation reports. As such the AMP improves the efforts of mutual accountability in the aid cooperation between the Government of the United Republic of Tanzania and Development Partners by means of capturing aid flows, disbursements and medium term expenditure framework (MTEF) projections.
UNDP has been supporting the Government of the United Republic of Tanzania (GoT) with a number of capacity development initiatives for more than 10 years. Since 2008, this support includes strengthening the capacity to implement, maintain and roll-out an Aid Management Platform (AMP) within Government as well as among DPs. The UNDP support which is provided through a nationally executed project that seeks to enhance the wider aid management capacity in the ministry has included financial as well as technical/advisory support.
A recent Public Expenditure and Financial Accountability (PEFA) Assessment (2013) noted that strong improvements from 2010 onwards can clearly be identified in DP use of the AMP and entry of data in a frequent manner (more than 50% of DPs enter monthly disbursement information) and as such concludes: “The introduction of an AMP, has therefore significantly improved donor reporting on aid disbursement of both programme/project and general budget support.” (PEFA, 2013).
Similarly, comparative analysis between total ODA captured in the AMP and OECD Creditor Reporting System in the Government’s FY 2010/11 and FY 2011/12 ODA Report shows that although data categories vary, overall there is a deviation of approximately 1-20% which is a significant improvement compared to the past. Today, the AMP facilitates key information flows on DP medium-term forecasting, firmer annual commitments as well as actual disbursement information that are used for the annual budgeting and planning processes.
