Government and UN Agencies jointly sign Country Programme Action Plans for 2007 - 2010
December 18th, 2006: The Government of the United Republic of Tanzania has today signed with four United Nations Executive Agencies, namely the United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Childrens' Fund (UNICEF) and World Food Programme (WFP), Country Programme Action Plans (CPAPs) for the implementation of the 2007 -2010 United Nations Development Assistance Framework (UNDAF) for Tanzania.
The UNDAF which represents the Business Plan of the UN-System for the 2007- 2010 period at the country level is a strategic results-based framework which seeks to support Tanzania's development and poverty reduction efforts as outlined in the National Vision 2025, Zanzibar Vision 2020, the National Strategy for Growth and Reduction of Poverty (MKUKUTA), the Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA) and the Joint Assistance Strategy for Tanzania (JAST). It aims at achieving three principal outcomes by 2010; a) increased access to sustainable income opportunities, productive employment and food security in the rural areas, (b) increased access to good basic social services for all Tanzanians by focusing on the poor and most vulnerable, and c) strengthened democratic structures and systems of good governance and upholding human rights. Further, the shift towards a more substantive engagement at the policy 'upstream' level will build on, and strengthen linkages to the important downstream work at the community level.
The UNDP CPAP focuses on strengthening the overall development management, fostering partnerships, and joint United Nations programming of the country team with a view to promoting sustainable human development and the achievement of the Millennium Development Goals (MDGs).
The UNFPA CPAP focuses and will provide support to improve reproductive health, strengthen population a~d development inter-linkages and promote gender equality and women's empowerment, with special emphasis on young people.
The UNICEF CPAP focuses on strengthening national capacity for priority actions aimed at realization and protection of the human rights of all children, particularly the most vulnerable, as well as in reducing child mortality.
The WFP CPAP focuses on rural and vulnerable communities by (i) increasing access to sustainable income opportunities, productive employment and food security in the rural and urban areas, and (ii) improving social well being and access to quality services with emphasis on the poor and most vulnerable groups.
The signing of these four CPAPs with an expected USD 290 million commitment, reflects the ongoing efforts and commitments within the UN- System at the country level to increasingly harmonize and align their programmes and activities with national development strategies as well as using new funding modalities for delivering common results. These efforts are in line with the JAST commitments and principles, as well as with the United Nations High Level Panel report for the UN-System to deliver as one.

Mgonja, Permanent Secretary, Treasury; Mr. Eugene Owusu, Acting UNDP Resident Representative, on behalf of the UNDP; Ms. Nicola Jones, UNFPA Resident Representative, on behalf of UNFPA; Mr. Rodney Phillips, UNICEF Country Representative, on behalf of UNICEF; and Mr. Patrick Buckley WFP Representative and Country Director on behalf of WFP.
